Bid Number/Description: 091119/Online Training for Law Enforcement NOTICE IS HEREBY GIVEN: The Missouri Police Chiefs Charitable Foundation (MPCCF) is requesting bids for online training services for law enforcement. Direct inquiries regarding this IFB or the project may be directed to: Sean Fagan at MPCCF by telephoning (573) 308-1213 or by emailing email@example.com Purpose: This solicitation invites bids for an online training provider for law enforcement agencies to obtain courses for continuing education hours across the State of Missouri. The courses must provide Continuing Law Enforcement Education (CLEE) training credit to Missouri law enforcement officers in the areas of planning, mitigation, and response to critical issues and terrorist actions. Terrorism is defined as per the Homeland Security Act of 2002 for courses covering terrorist activity. The services must include online or computer-based course delivery, system-generated training certificates of course completion, and training records management, and compliance tracking. In addition, officers shall also be granted access to other online courses enabling them to obtain, at a minimum, the yearly continuing education and training hours required to satisfy POST CLEE requirements. Specific information for POST CLEE requirements can be found at: https://dps.mo.gov/dir/programs/post/clee-training.php The training provider shall be required to submit the courses to the Missouri Peace Officer Standards and Training (POST) Program and receive pre-approval of the courses for CLEE training credit thirty-days before the scheduled delivery date of the courses. Once the courses have been delivered to Missouri law enforcement officers, the training provider shall electronically submit the CLEE training completion records (training sessions) into the online Missouri POST CLEE system within two weeks of the course’s delivery.
The bid must cover cost per user, total number of Missouri POST approved courses, total number of courses offered and description of courses’ objectives and summary. Bidder must submit one proposal by email to: firstname.lastname@example.org with the bid number and the description in the subject line. Emailed bids must be received by MPCCF no later than 5:00 p.m. CST on September 11, 2019. Please note: the MPCCF email system shall serve as the official time of bid receipt. Bids received after the date and time listed above will be rejected.
