Membership and Eligibility

Membership

MPCA membership applications are available in ten classifications - Active,
Active under 10, Second Active, Life Retired Active, Associate, Supportive, "100 Club", Corporate, and Honorary.

Membership in the organization is on an individual basis and does not transfer from one person to another when a current member leaves or changes his or her position. An individual applies for membership by completing an application form and mailing it, along with payment of the first year's dues for the appropriate membership classification, to the MPCA office.

The Membership Committee then reviews the application and makes a recommendation regarding the prospective member to the Board of Directors. After a favorable vote by the Board, a membership card, certificate, and other information will be mailed to the new member.

Members continue in their assigned membership classification from one year to the next. Individuals desiring to be moved from one category to another due to a change m employment or retirement from active service must request reclassification by notifying either the Chair of the Membership Committee or by submitting a request for change to the MPCA office.

Eligibility

Active Member

A person may apply for Active membership if he or she is a person serving as the chief administrator of any national, state, county, or municipal law enforcement agency having actual supervision of and receiving salaries from any legally constituted governmental jurisdiction; persons assigned to law enforcement agencies with the rank of lieutenant and above and receiving full salary; Assistant to the Chief Administrator of any federal or state law enforcement agency; Chief Administrators and Assistant Chief Administrators of railroad police.

Active under 10

A person may apply for Active under 10 if he or she's department has less than 10 officers and serving as the chief administrator of any national, state, county, or municipal law enforcement agency having actual supervision of and receiving salaries from any legally constituted governmental jurisdiction; persons assigned to law enforcement agencies with the rank of lieutenant and above and receiving full salary; Assistant to the Chief Administrator of any federal or state law enforcement agency; Chief Administrators and Assistant Chief Administrators of railroad police.

Second Active

A person may apply for Second Active if he or she with the rank of lieutenant and above which has at least one active member from their agency (This basically a dues discoun for departments having more than one MPCA member).

Life Member

A person may apply for Life membership if he or she has served as President of the Association and then subsequently retires from active service, or if that person has been an Active Member of the Association for twenty (20) consecutive years or more and is retired from active service.

Retired Active Member

A person may apply for Retired Active Membership if he or she has been a member of the Missouri Police Chiefs Association for at least ten (10) years and is retired from active service.

Associate Member

A person may apply for an Associate Membership if associated with law enforcement through his/her professional capacity to include private security, law enforcement education, technology, forensic science, or administrative experience.

Supportive Member

A person may apply for Supportive Membership if he or she is a professional or business person not associated with law enforcement, but who is supportive of the purposes and objectives of the MPCA.

"100 Club" Member

A person may apply for "100 Club" Membership if he or she serves in an executive capacity of a firm, corporation, business, or profession which is supportive of the MPCA.

Corporate Member

A person may apply for Corporate Membership if he or she serves as the chief representative of a corporation whose mission and purpose is aligned with the goals of the MPCA and who wishes to support the purposes and objectives of the MPCA.

Honorary Member

Honorary Membership is not subject to application. This type of membership is reserved for those worthy individuals who are nominated by the President and approved by the Board of Directors.

Dues

Notice of annual membership dues are mailed to members two months prior to the anniversary date of the member's admission. The amount owed is determined by the applicable rate for that membership classification that is in effect at the member's dues renewal / anniversary date. Any adjustment of dues requires a majority vote of the membership present at either the annual or mid-year meeting.

Loss of Membership

For cause, a member may be censured, suspended, expelled, or removed from office. After being notified, the member has 30 days to request a hearing. The MPCA Board of Directors will make a final determination.

If a member fails to pay his or her dues within 30 days of the anniversary date of their last annual payment, such action will be considered cause for suspension or expulsion from the organization. MPCA will attempt to alert a member to the fact that payment has not been received before taking action, but continued lack of response to invoices or letters will result in a member's name being removed from the MPCA membership roster.
