As 2001 is now in full swing, so is the 2001 Missouri Police Chiefs’ Association Board of Directors. Chief James Person of Belton, Missouri has assumed his place as President of the Missouri Police Chiefs Association.

The 2001 MPCA executive board of directors are as follows: 1st Vice President is Chief Richard Hetzel of Cape Girardeau PD, 2nd Vice President is Chief David Hane of Brookfield PD, 3rd Vice President is Chief Lynn Rowe of Springfield PD, Treasurer is Chief Mark Willenbrink of Warson Woods PD, Region #1 VP is Chief Ron Neubaurer of St. Peters PD, Region #2 VP is Chief Larry Overfield of Raytown PD, Region #3 VP is Chief Keith Woods of Maryville PD, Region #4 VP is Chief Michael Garbulski of Moberly PD, Region #5 VP is Chief Edward Dennis of Joplin PD, Region #6 VP is Director James Leist of Sikeston PD, Region # 7 Chief Roger Schroeder of Jefferson City PD and Immediate Past President Chief Ken Conlee of Lee’s Summit PD.

 

President Person has identified "Making the training division the primary focus, eliminating telemarketing as a funding source, increase MPCA legislative efforts and standing, Focusing on Management Issues – (training, services and support), enhance committee activity and support, and continued fiscal responsibility".

BOARD MEETING DATES SET FOR 2001
Effective immediately, all MPCA board meetings will be held the 3rd Thursday of each month with the exception of May, June, July, and September. There will be no board meetings in June or July and the board meeting dates for May and September will be held at the conferences scheduled for those months. (All members are welcome.) The Foundation and Association committee chairman and members are now on the MPCA & MPCCF web page located at www.mopca.com. If you would like to serve on a committee please send a letter to the MPCA requesting the committee you wish to serve. The committee members were obtained by the questionnaires set out in 2000.

2001 MPCA Legislative Priorities Set
During the September 2000 MPCA Annual Conference, the MPCA established its 2001 legislative priorities as an association. These positions have been refined and transformed into proposed legislation. Your legislative Chairmen for 2001 are Chief Chris Turnbow of Raymore and Chief Robert Lowry of Florissant.

The MPCA will be actively supporting the following:

1. Prohibit eluding law enforcement by ANY MEANS.

2. Extending the 20 hour hold to 32 hours for 7 Deadly.

3. Insuring confidentiality of L.E. residence & phone.

4. Funding for last year’s "racial profiling" bill.

5. Administrative funding for performing forfeitures.

6. Law Enforcement Annuity system.

7. Non– law enforcement use of MULES by L.E.

 

8. Possession of tobacco by a person under 17 years of age to be a status offense and under juvenile authority.

9. Reducing BAC to .08

10. POST Bill Revisions.

11. Extend use of PBTs to Municipal & County L.E.

12. Automated Red Light Enforcement

13. Primary Seat Belt Enforcement

14. Enhancement of Computer Crime Statutes.

15. Minimum pay bill for law enforcement officers.

The MPCA will be actively opposing collective bargaining, other labor issues addressed independently and others as they develop.

Non Law Enforcement Use of MULES by Law Enforcement
For several years the has existed an restriction upon law enforcement agencies to use MULES for employment checks and other checks that were not for law enforcement purposes.

Recently, Chief Lynn Rowe and Sheldon Lineback met with representatives of the Missouri Highway Patrol, and the Department

 

MPCA– Producing Reslults.

 of Public Safety regarding this issue.

The meeting proved to be very informational and productive. The result of the meeting will be a letter sent to all Missouri law enforcement agencies depicting guidelines to allow local law enforcement agencies to conduct MULES checks for non-law enforcement purposes.
